On the twentieth anniversary of that failed second rebellion, it was decreed that the Hunger Games would no longer be an annual event that took place in the summer but instead a semi-annual event that would occur in both the spring and the fall. The two games a year would signify the two failed attempts to send us back into the darkness from before Panem rose, one that we do not wish to return to.

The tesserae claims will open later this month to gather all the names for characters eligible for the reaping at the beginning of October. There will still be a chance to participate in the Hunger Games after that with NPCs though.
